JASA Names Gayle M. Horwitz as CEO

Bringing decades of nonprofit, government, and C-suite experience, Horwitz will take the helm of JASA, the city’s go-to nonprofit supporting older New Yorkers

NEW YORK, NY (May 15, 2025)JASA, the go-to nonprofit supporting older New Yorkers, today announced Gayle Horwitz as its next CEO. Horwitz will lead JASA and its staff of over 1,500 in their mission to ensure that older adults across New York City can age in place with dignity and purpose.

Horwitz joins JASA from the City University of New York (CUNY), where she most recently served as Senior Vice Chancellor and Secretary of the Board of Trustees. Since 2016, she has held various roles at CUNY, including Senior Advisor to the Chancellor and Interim President of the Research Foundation of CUNY. Gayle also serves as a Trustee of the Community Service Society and Member of Impact 100 NYC

Prior to CUNY, Horwitz held leadership roles at prominent nonprofit, private, and government organizations, including as Chief Financial and Administrative Officer for Federation Employment and  Guidance Services (FEGS) and Chief Operating Officer of Nardello & Co., as well as President & CEO at the Hugh L. Carey Battery Park City Authority. Her robust government experience also includes serving as New York City’s First Deputy Comptroller, as Special Assistant to the President of the New York City Board of Education, and as Director of Operations, Facilities & Technical Services at the New York City Department of General Services.

JASA provides more than 20 essential services to 40,000+ older New Yorkers and their families annually. With over 50 locations throughout New York City, JASA’s services include home care, legal services, home-delivered meals, mental health support, elder abuse prevention and more. JASA is also the largest nonprofit provider of senior affordable housing in New York City. 

Horwitz replaces Kathryn Haslanger, who is stepping down after more than 12 years at the helm of JASA. Horwitz will officially start in her new role on July 14.
