General Responsibilities:

The Risk and Compliance Officer serves as JASA's primary lead for maintaining, ensuring, and fostering an environment that enhances and promotes compliance with contractual and regulatory requirements, adherence to JASA's policies and ethical standards, and conformance to relevant federal, state and local laws, codes, rules and regulations.

Summary: Working closely with the Chief Operating Officer, the Risk and Compliance will be responsible for overseeing, directing and managing the on-going implementation of JASA's programs and activities. The position is responsible for a broad range of oversight functions related to billing, documentation and contractual compliance. The position will also manage the agency's HIPAA Privacy and Security function as it relates to day to day operations, inclujding developing policies and training.


  •  In charge of the day to day operations of the Compliance Program at JASA. 
  • S/he serves as the agency's designated Medicaid Compliance Officer.
  • S/he serves as the agency's HIPAA Privacy Officer.
  • Serves as in- house expert on compliance matters, providing support, information and guidance to JASA staff and volunteer leadership.
  • Routinely assesses compliance with Medicare and Medicaid regulations and policies. Identifies potential risk areas and facilitates the development and implementation of corrective actions to ensure continued compliance with City, State, and Federal guidelines.
  • Develops compliance and HIPAA policies and procedures and ensures that JASA staff members are made aware of new or revised policies.
  • Works with the Director of Human Resources to revise staff handbooks and provide JASA- wide training to ensure that JASA's staff is up-to- date in its knowledge of the changing compliance environment.
  • Creates and trains senior leadership in all divisions to handle program quality and fiscal audits by regulatory authorities.
  •  Oversees/ supports risk and compliance reviews for all divisions to ensure compliance with regulatory and contractual obligations.
  • Monitors audit results and supports the development and completion of appropriate corrective action plans.
  • Develops and maintains documentation of all compliance activities and communications which are conducted to support corporate and regulatory compliance efforts.
  •   Receives, collects and conducts follow up of all JASA incident reports.
  • Maintains reporting systems to receive complaints and reports of Fraud, Waste, and Abuse, from clients, employees and members of the community.
  • Monitors and prepares detailed reports on compliance activities as needed.
  • Attends and participates in external compliance meetings as required.
  • Chairs the Critical Incident Committee and the Corporate Compliance Committee.
  • Reports regularly to designated Board committee.
  • Other responsibilities as assigned.  
Education/ Experience: 

  • Bachelor Degree in related field required. JD or Master's in related field preferred.
  • Ten (10) years of experience in related industry.
  • Five (5) years management in related industry.
  • Seven (7) years compliance experience required, CHC preferred.
  • Strong knowledge of homecare  and OMH clinic programs and related regulations.
  • Strong Medicare/ Medicaid knowledge.
  • Investigatory experience and strong analytical writing.
  • Ability to work independently, in a fast- paced/ charged environment.
  • Ability to maintain confidentiality.
  • Excellent communication (verbal and written), presentation and organization skills.
  • Solid leadership skills, including the ability to deal effectively with multiple levels of management in dispersed environments.
  • Excellent computer  skills ( current Microsoft suite and Google applications, Asana, Smartsheet, and more, plus the ability to learn new applications and facility with Internet- based research).
  • Some travel within NY City and Long Island.
  • May require working during non-traditional business hours, including evenings and weekends.
  • Experience with auditing tools and concepts a plus.
