General Responsibilities:

The Vice President of Finance is responsible for overall management and strategic direction of JASA’s Finance Department, which includes five finance groups that cover social services, housing, homecare, budgeting and grants management, and administration. Working closely with the Finance Administrative Group, the VP formulates and administers finance policies and procedures, and directs the finance administrative group responsible for systems development and integration, payables, receivables, payroll, and training. The VP evaluates and implements other opportunities for centralization of finance activities. S/he directs financial reporting, planning and budget processes; provides direct supervision of controllers and other members of the financial department; and is responsible for risk management. The VP also serves as liaison to external auditors and as an advisor to program areas on financial and business matters.

Specific Duties and Responsibilities:

• Develops internal procedures and controls
• Assures that all finance department processes and procedures conform to generally accepted accounting principles
• Oversees preparation of monthly financial reports and financial section of annual reports
• Responsible for management and use of financial reporting system(s)
• Controls external auditing process, reviewing audit recommendations and implementing recommended changes or adjustments
• Oversees the Cash Management function, including banking arrangements and relationships
• Prepares and submits all required reports and filings promptly
• Conducts internal reviews to ensure that financial policies and practices are effective and in compliance with relevant regulations
• Manages the annual budget preparation process and provides periodic updates on budget performance throughout the fiscal year
• Monitors budgets and expenses and recommends controls and corrective actions as required
• Prepares monthly, quarterly and annual financial statements and reports
• Participates in strategic financial planning
• Monitors and manages investment performance and recommends changes to investment strategy as necessary
• Provides financial and accounting advice, direction and guidance
• Implements and monitors payment authority policy and practices
• Establishes and maintains cash controls
• Reconciles general ledger accounts
• Provides training, direction and guidance, and monitors and evaluates the job performance of Finance Department staff
• Performs other related tasks as requested or assigned


• CPA, MBA or equivalent experience preferred
• Ten or more years accounting experience with at least five years at management level
• Knowledge of compliance issues and regulations affecting government-funded-not-for-profit organizations.
• Knowledge of accounting principles, procedures, and thorough familiarity with not-for-profit generally accepted accounting principles.
• Demonstrated analytical and problem-solving skills
• Knowledge of Microsoft Office Suite, Microsoft Dynamics, Budgeting software applications
• Familiarity with NYC funding source requirements and processes
• Effective written and verbal communication skills
• Proven ability to implement change, new programs, processes or policies
• Proven ability to develop and motivate diverse staff to attain optimized teamwork and effectiveness
• Ability to work effectively within changing environment
