Senior manager responsible for oversight of JASA’s Housing division.  Provide professional leadership for management of housing facilities, including coordination of management; and, in cooperation with other JASA departments, enhance JASA’s reputation in furtherance of its mission. Work with Director to develop new senior housing opportunities.


Housing Management

Operations Oversight

  • Provide leadership of day-to-day operations of JASA’s 1,917 apartments;
  • Ensure that onsite management staff continue to comply with HUD, HPD, NYSHCR regulations;
  • Regularly update Tenant Selection Plans and House Rules in accordance with Federal Fair Housing Law;
  • Annually submit rent increases to ensure fiscal soundness of each property;
  • Establish maintenance and operating budgets for facilities and maintain appropriate budgetary and fiscal controls of income and expenditures;
  • Responsible for rental of housing facilities and tenant relations;
  • Final arbiter for applicant and tenant appeals as stipulated by HUD and NYS regulations.

Personnel Oversight

  • Responsible for personnel administration in housing, including recruitment, screening, job descriptions, qualification, certification for employment, salary determination of housing management;
  • Interpret personnel policies to staff and outside agencies;
  • Serve as JASA’s representative to negotiating committees with 1199 and 1707 unions;
  • Maintain familiarity with job performance and use of staff;
  • Plan and execute in-service training programs;

Community Organization and Interpretation

  • Conduct appropriate community organization activities;
  • Conduct appropriate public relations and interpretation activities, as well as actively participate in industry panels and forums.

Other Responsibilities

  • Fulfill other administrative responsibilities, as assigned.



  • 10+ years’ experience in housing (HUD, HPD, low-income housing tax credits, etc.)
  • BS in Business Management
  • 10+ years’ experience in leadership/managerial role
  • Knowledge of, and experience in, non-profit or for-profit Housing
  • Ability to develop and foster collaborative and collegial teamwork
  • Willingness to roll up one’s sleeves when necessary
  • Excellent oral and written communication skills
  • Excellent organizational and computer skills
  • Travel throughout Metropolitan NY City
