About the Community Guardian Program :JASA’s Community Guardian Program (CGP) assists older adults who need intensive services to remain living independently in the community. All program participants have been judged legally incapacitated and in need of a legal guardian to manage their finances, housing, health care advocacy or decision‐making, or other aspects of daily living. In the absence of a family member or other suitable person, the Court appoints JASA to serve as legal guardian. Program participants have a wide range of challenges and limitations. Through a comprehensive assessment, financial planning and management, service planning and coordination, legal services, and ongoing support, JASA helps meet program participants’ needs while supporting the highest level of autonomy and decision‐making for each. CGP uses an interdisciplinary approach that combines legal, financial, and social service care teams working together to deliver client services. JASA’s CGP team is seeking to modernize the community guardian model. In 2020, we will be exploring and potentially implementing a trauma‐informed care service model, based on the core principles of safety, choice, collaboration, trustworthiness, and empowerment. 

Essential Functions :The Associate Director will oversee day‐to‐day program operations. S/he will supervise administrative support staff, oversee non‐client facing social service functions (benefit applications, renewals, and re‐certifications), facilitate inter‐team communications, lead new initiatives or special projects, monitor work plans and overall program performance, and mentor and support the social service team in the delivery of services. In partnership with the Director, the Associate Director will also help develop and implement program goals, individual work plans, policies and procedures, and performance measurement and reporting. 

Key Responsibilities 
• Develop and monitor program operations to support high‐quality services. 
• Direct supervision of administrative staff, including the receptionist and other office personnel. 
• Direct supervision of housing and benefits staff, who manage all aspects of client eligibility and maintenance of housing benefits (SCRIE, DRIE, Section 8), Medicaid and Medicare, SNAP, and Social Security benefits. 
• Support social services director or manager in Q&A reviews and audits, data and record management, performance reviews, and staff development. 
• Training staff in program operations, policies and procedures, and case management. 
• Troubleshoot client and case‐related complaints. 
• Coordinate and manage annual and discharge reporting processes to the Court. 
• Set expectations, coach staff to meet those expectations, and hold staff accountable for deliverables. 
• Identifies and proposes solutions to operational or service delivery problems or barriers. 
• Additional duties and responsibilities as required. 


Required Skills/Qualifications 
• BA/BS Required. Prior experience as a case manager or direct service provider highly desirable. 
• Minimum of 10 years of senior supervisory or managerial experience in the social service sector, preferably with experience serving high‐need clients. 
• Self‐motivated with a strong desire to collaborate with others to innovate and improve client services. 
• Ability to plan, organize, and prioritize goals and tasks. 
• Ability to set clear expectations and provide the support and feedback necessary to develop a team of highly motivated, high performing staff. 
• Ability to lead and oversee projects or initiatives. 
• Calm demeanor, especially when dealing with emergencies, deadlines or other high‐stress circumstances. 
• Computer literate. Able to use Microsoft and Google products. Able to learn a new case management system. 

Compensation: Salary DOE with competitive benefit package.
