SUMMARY: 

Responsible for managing the day-to-day Home Care operation for NY City-based not-for-profit organization.  Provides direct supervision of the Service Manager and In-take Department.  This includes ensuring that the quality and quantity of service provided is consistent with agency mission, policies, and goals, plus compliance with all relevant government regulations.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Ensures efficient and effective operation of the program. 
  • Evaluates the implementation of agency policy and procedures by staff and intervenes where necessary to ensure that quality services are provided.
  • Responsible for investigation and resolution of service complaints.
  • Implements monitoring systems to evaluate and maintain staff compliance with contractual and governmental regulations.
  • Manages In-take department and contacts the contracts to obtain documentation as needed.
  • Manages Service Manager to ensure day-to-day operation is efficient and meets contractual, governmental requirements.
  • Participates in development, coordination, and evaluation of communication and work-flow procedures.
  • Participates in the development and revision of program policies and procedures.
  • Serves on Quality Improvement committee and team projects as necessary.
  • Prepares and submits required service statistics.
  • Collaborates with the HR Department in developing and implementing effective staffing patterns and identifying needs.
  • In conjunction with Director of Patient Services, is responsible for ensuring agency’s compliance with OMIG regulations.
  • Assures maximum utilization of the work force using available automated reports, and conducting audits as necessary.
  • Collaborates with Fiscal Department to ensure efficiency in billing and payroll functions of the department.
  • Collaborates with Marketing/Outreach department to promote agency’s growth and development by establishing beneficial relationships with referral sources.
  • In the absence of the Director of Home Care, assumes management responsibility for the program.
  • Other duties as assigned.

 

WORKING CONDITIONS:

  • Sitting for long periods of time, some standing and stooping.  Occasional stair climbing affiliated with work environment, e.g., field visits.
  • Office setting with occasional home visits.  May be exposed to client elements and illnesses as well a wide variety of circumstances and conditions within the home setting.  Requirement to work after hours, weekends, and holidays as needed.

 

JOB QUALIFICATIONS:

  • Bachelor’s degree in Public Health or a related field required.
  • Minimum three years’ full-time experience in supervisory capacity at a home health agency (i.e., CHHA, LTHHCP, LHCSA).
  • Knowledge of New York State Dept. of Health regulations for Licensed Home Care Service Agencies.
  • Effective organizational and time management skills.
  • Excellent interpersonal skills, including ability to handle confidential information with sensitivity and discretion.
  • Ability to effectively communicate in English, both orally and in writing.
  • Must be computer literate, including ability to learn and use program-specific software.
  • Proficiency in Excel; knowledge of current version of Microsoft Office and Google Suite.
  • Experience with automated time-leave systems preferred.
  • Must work well in fast-paced team environment. 
  • Additional languages helpful, particularly Spanish, Russian, and/or Creole.
